The Division of Human Resources strives to deliver the
highest quality of professional services to internal and external customers of the Ohio
Department of Youth Services (DYS).
Primarily, this division manages recruitment and personnel functions for the agency as
well as oversees management-employee relations. Additionally, the division coordinates
Staff Enrichment activities that promote, develop, and recognize the excellence of DYS employees.
Within the Division of Human Resources, the three bureaus charged with maintaining a
professional and diverse workforce in accordance with laws, contracts and the agency's
mission are The Bureau of Personnel Services, The Bureau of Employee Relations and The
Bureau of Staff Development.

BUREAU OF EMPLOYEE RELATIONS
|
|
The Ohio Department of Youth Services has employees in bargaining units that are
represented by OEA, 1199, and AFSCME. As a result, it is the Bureau of Employee
Relations' primary responsibility to represent the agency in all matters involving
the Collective Bargaining process. These matters include collective bargaining
negotiations, contract administration, review and implementation of proposed
disciplinary actions, grievance mediations, and arbitrations. The bureau also
coordinates the state’s random drug testing process for employees.
All matters regarding Equal Employment Opportunity (EEO) compliance also fall under
the Bureau of Employee Relations. This compliance covers all legal requirements
regarding equal opportunity employment, including education, investigation, and
response to outside agencies. Reasonable accommodations under the American Disability
Act and issues surrounding harassment also fall under the guidance of EEO.

BUREAU OF PERSONNEL SERVICES

Under the guidance of the Ohio Department of Administrative Services (DAS), the Bureau
of Personnel Services manages the following:
- Selection and Promotion of Personnel
- Risk Management Administration
- Compliance with DAS Classification and Compensation Plan
- Employee Performance Evaluations
- Job Task Analysis
- Compliance with Family Medical Leave Act (FMLA), Fair Labor Standard Act (FLSA) and
Civil Service Laws
Additionally, the Bureau of Personnel Services provides technical direction,
compliance and quality control for the site personnel offices located at DYS facilities
and regional offices.

BUREAU OF STAFF DEVELOPMENT
|
|
The Bureau of Staff Development is responsible for providing comprehensive
learning opportunities for new employees through participation in Pre-Service
Training. Pre-Service provides new employees with fundamental information about the
agency, their specific work location, and on-the-job training. Professional development
opportunities, as well as addressing individual training needs are also provided for
current employees. In addition, the bureau serves as a clearinghouse to assist staff with continuing education, conferences, seminar attendance and other resources to enhance job proficiency; such as, mentorship or job shadowing opportunities.
